In the Rocky Mountain region, the Montana Department of Justice has documented human trafficking cases surging from just 7 in 2015 to 143 in 2023, while 64 human trafficking-related cases were actively addressed in 2025 (21 opened for prosecution).

“Signals” refer to individual incoming tips or reports received by the National Human Trafficking Hotline and state task forces—via phone calls, texts, emails, web chats, or online forms—concerning potential human trafficking. Not every signal becomes a validated “case”; only those meeting moderate-to-high trafficking indicators are classified as cases after initial screening. These reported figures capture only the visible tip of a vast, under-reported shadow industry; experts across law enforcement and victim-service organizations estimate the true scale of human trafficking and child exploitation in the Rocky Mountain region is many times higher due to the crime’s nefarious nature, victims’ fear of reprisal, and systemic under-identification.
